Low income, Unemployment and Inequality are some of the problems being faced by most developing countries in Africa and Zambia is not an exclusion. This dissertation determines to prove that into a less extent has creation taken place beneath the P. N Government according to Dudley Seers. Dudley Seers says that expansion is the realisation of the potential of human personality by using a reduction in lower income, unemployment and inequality.
